The government of India understands the importance of moulding the youth and empowering them from time to time. Many initiatives have been initiated and implemented by the government. A separate ministry i.e. Ministry of Youth Affairs and Sports has been functioning for the identification of needs for youth, to develop youth policies and to formulate and implement programmes for youth development. The development programmes are designed to focus on the physical, social, skill and intellectual development of youth.
The National Service Scheme is one of the largest youth development programmes in India. The scheme propagates the purpose of ‘Education through Service’ the scheme was initiated, wherein the youth volunteers participate in community work during regular activities and special camping programmes which in turn develop their personality, character, leadership and other skills.
National Service Scheme deals particularly with youth and the philosophy of the scheme is based on youth development through volunteerism and community service. The motto of the National Service Scheme is: ‘NOT ME BUT YOU’. This reflects the essence of democratic living and advocates the need for selfless service and appreciation of the other person’s point of view and also to show consideration for fellow human beings.
The main beneficiary of the NSS Programmes is the Volunteer. A youth Volunteer enrols him/herself to the NSS Programmes with a willingness to render voluntary service to the community. During this tenure and his/her involvement with the community, volunteers play the role of administrator, organizer and leader. He/she gets an opportunity to work with and serve the community to develop the necessary skills. NSS currently has two units in Government College Kullu with an enrollment of 100 volunteers in each unit under the guidance of two programme officers. These units are engaged in regular as well as special camp activities. A volunteer who completes 240 work hours in two academic sessions and attends one 7-day special camp is awarded a certificate.

Activities

A special program was organized by the Women's Cell on the occasion of International Women's Day.
